You'll need a bittorrent client. If you don't have one, I'd suggest µTorrent from http://www.utorrent.com
Bittorrent clients are peer-to-peer filesharing programs where hundreds and even thousands of users send different parts of the same file between each other to share it. To start downloading a file you click on the torrent file link on the site, and open it with your bittorrent client, and that's it. The client will start downloading parts of it and sharing the parts you already have with others.

Well, I checked the Bleach dvd's on that site, the reviews say the translations are bad, meaning they aren't official subs anyway, or at least are badly done. So if you're not getting an official or well translated Bleach dvd, and just some fans translation, why not get a fansub online? Especially since it's $30 for 24 episodes, that's not dvd quality. That's tv quality just like fansubs.

Possibly HK subs. (Hong Kong) which then, they're even more illegal than fansubs for the fact HK does EVERYTHING they get they're dirty little hands on. Also, the subs are just plain old BAD

I had figured they would have the domestic discs there but they don't.
There are also just japanese DVDs that have inexplicably bad subs done
there. i've seen some 'hong kong' edition cases before like a
turn a gundam one on ebay with not only the wrong gundam on the cover
but also ... a naboo starfighter?

That place deals in imports and other things so it's possible to find a lot of
things there if you need it. They also tend to have things from older shows
on big discounts.
