It's a business term. It means that women in companies can only go so far up the ladder before hitting this invisible glass ceiling that keeps them from going any higher and being, for example, CEO because they are a woman. It's not as bad as it used to be but still there are few female CEOs and such.

I'd only ever seen in on Two Pints of Lager and a Packet of Crisps where when told there was a glass ceiling at a place the woman works the man couldn't understand why they wouldn't let women up there, as he would prefer women to be above him on a glass ceiling
