I'm on a lvl 3 clue and I need to dig in the center of the city but I haven't done Watch Tower. The guide said I need to have at least started the quest to get in and I've done that but the ogres to the west won't let me in and they won't tell me what they want because the other ones just want a gold bar but that passage doesn't take me far

Refer to a guide and do the quest...besides, Watchtower Teleport is worth it.
