Themes are usually decided upon on the first day of the month, by the first person to declare a theme by posting their topic.

This month was kind of decided upon by two people; Stalesoul and I. I came up with the word "waferscuit" while in chat a couple days ago. Stalesoul said that it would make a good Legends Theme Month (since most of the themes that are sprouted from the legends forum tend to be very random), so he declared April as Waferscuit Awareness Month. The reason it's awareness month and not something else like appreciation month is because people were horribly confused about waferscuits in the chatroom.
