Not sure if the message system having any issue, but I have 2 PM stucked in outbox, are they considered send or ? For what I know is outbox is a holding area waiting to be send

When you send a PM it will be in your outbox until the recipient opens and reads it. Then it will be moved to your sent messages folder.

Jinxy is right. It means the person you've sent the message to has not read it yet.

They don't hurt anything otherwise; for instance, I have 14 PMs in my Outbox ranging from 2006 to 2010, addressed to people that broke RV's rules and then never bothered to come back.

...Actually, I would be interested to hear how many PMs different people have in their Outboxes!

Apparently everyone that I messaged about their punishments always read them. The rest of the nonsense is all from my old RuneScape clan and asking people to visit the private forum we had. It's hard to believe we used to actually be busy enough around here to give people their own forums.
