The only real way to get around it entirely is to make a permanent sea base that beams directly to satellite.
Currently there is one vessel capable of this that could potentially be bought. But it would cost probably a few million to buy and then renovate to operable order.

Short of a nuclear powered ship, I'm sure governments will just end up trying to shut down the relay station ignoring that the hard drives are on the drones. They'll probably say that the signal base is storing data even temporarily or find something to shut it down.
