So I haven't been playing for over a year now and apparently this Runescape 3 thing happened. That being said, I have no idea where to even begin learning the game again or what exactly is even going on, any help?

It used to be, but nowadays Taverly and Burthorpe is where characters start in RuneScape and therefore open to F2P.
And all member skills can be trained up to level 5 on F2P also.

And they reworked the map for burthorpe and taverly.
Maybe since you dont remember them, you would have an easier time navigating them since you are starting off fresh VS someone who knew the area and is now turned upside down.

Got back into playing it myself recently.

If you're looking to make the EOC easier for you, change your combat mode to Revolution. It'll autocast your basic abilities when they come off cooldown in order of where they're placed on the bar. Thresholds and Ultimates still have to be manually triggered.

New members, and new ideology. Power to the players to voe for content is one of the few good changes, IMO. I'm sure that many of the old jagex staff left and new members replaced them.

Speaking of new things, Anyone know if they came out with that elven city thing they were talking about? (The one that won the pole over the way cooler weapon customization thing)

Not yet. It also appears to have be delayed.

The quest required for gaining access to the elven city was released a few weeks ago.
The city won't open until sometime in September though, and it'll only be half of the city - the other half will be released later.
