Thats not entirely true.
At any time you can join any unlocked clan chat as a guest. You do this by clicking on the clan tab(the symbol of three yellow people), then in the bottom right corner you will see three coloured circles. The yellow represents the clan you are currently a part of, the green is which clan you are visiting as a guest, and the red is a ban list. So click on the green one and you will be asked to type in the clan chat you wish to join as a guest. type in TheVillage

Now you can chat with everyone in the CC. (I cant remember off hand, but until you are a member of the clan, you MIGHT have to do this each time you log in)

To be a member of the clan:
This is where the invite is required. Just ask. Our clan is set up so anyone in the clan can invite new members to join.
The two of you will have to meet up in game. The current clan member will need to go to the clan tab, then click on the "expand clan actions". The expand clan actions button is in the lower left corner of the tab and kind of looks like a yellow wine glass.... or something. Once its clicked, they will see a green person with a + symbol on it. Click it. It's the symbol to add a new person. Then they will right click on the person they wish to invite, and invite them.

Note:
The OSRS clan chat connects to RS3s friend chat.
When you are playing RS3, click friends chat tab(3 green people), click join friends chat channel, type in friends name.

Not 100% sure but I think I've remained a guest of the clan chat without having to join it each time I've popped in for a visit.
