That was the best English-speaking article I could dig up. The only thing it doesn't explain is that the 21 years' sentence is under the provision of containment, which is essentially a sentence that can be indefinitely extended past its maximum limit (life imprisonment has been abolished in Norway). Generally speaking, the trial itself earlier this year was actually rather unremarkable.

Theres progressive, then there is making 21 years the longest prison sentence. Though I assume that this guy's "parole hearing" in 21 years will be nothing more than a formality. I cant imagine the outrage if he were ever released.

He could be released after 11 years according to the sentence though (just very, very strongly doubt it will happen).

And if you think 21 years is a short maximum imprisonment try denmark, 'lifetime' as it's called is only 16 years here D:

Do the Norwegian Courts have the same definition of Insanity as American Courts? Can the defendant tell right from wrong, real from fantasy, and control impulsive behavior? I believe those are the criteria in American courts. I find it hard to believe that someone who killed or injured 242 people knows the difference between right from wrong and real from fantasy.

To be specific as detailed in his own manifesto, 2083: A European Declaration of Independence, he is Far-Right, a Nationalist, a Zionist, and an Islamaphobe. He was found to be of sound mind in a clinical and legal environment (bear in mind that this was a six-week trial in the middle of a year of legal proceedings), partly because the beliefs which motivated him are not unique; he was simply the only person to take it to such a profound extreme. Insane? No. Thoroughly unrepentant mass murderer in the name of politics? Yes.

This is for want of a deeper explanation than I care to make. I'm sure you can find journalistic records of the trial and verdict in detail.
