This is Camp J.K. Orr from the Atlanta Area Council... that's where black troops went, and white ones went to Camp Bert Adams. This patch is the same patch as the 1949 Bert Adams patch, but with the different name on it.
I'm from Atlanta, and J.K. Orr was not closed untill around 1960 when black troops started to go to Bert Adams.
What may interest Blackmage here, is that Camp J.K.Orr was renamed Camp Alatoona and became the council's aquatic camp-- where Black went for aquatic school... and is still in use today.
While i had seen a few J.K. Orr patches as a kid, this is the *only* one i've ever seen for sale or trade, *anywhere*....
