Ok, so I know that if you're a member of a private usergroup, such as Guide Writers, Guide Editors, etc. that you automatically gain the privilege of flagging posts in that Usergroup. But if you look at a Global, while in that thread, you can also flag those posts as well. Is that supposed to be like that? or is it just some sort of bug?

Global topics aren't part of a forum and as such the permissions of the forum from which you came are re-used there. It's not really dangerous that it works that way in my opinion. That ability will be lost when the topic gets de-globalled.
