Early in the guide, it says you have to travel all the way to the iceberg through the Relleka hunting area. I managed to travel there by simply talking to Larry in Ardougne. I believe if you have all the materials you can just go to Larry back in Ardougne.

EDIT: Also, in step 4, you need to use the spade (Just "Dig Spade") to cover up the "bird hide" with snow.
