Yes, XP improves from area to area... But you also gather resources slightly faster at the lower areas.

I like the change of scenery though.

There is a bit of debate about Luminous versus incandescent memories (90, 95) and radiant versus Luminous (85, 90) memories.
Basically the Desert area is complete Fuzzy Bunny, but it becomes pretty decent XP at 95, which is when you unlock the next area.
I moved on from the desert area simply because I hated having to deal with the desert heat.

Attack/Strength/Defence - Train it via slayer.
Ranged - I think cannons are inefficient now, but regular ranged should be fine.
Prayer - Run bones to an altar
Magic - Combat magic + skilling, your choice
Runecrafting - Runespan
Construction - Oak larders/dungeon doors if you are poor. Mahogany tables if you are rich.
Dungeoneering - Keep running 5:5's.
Agility - Best course. Unless it is Dorgesh-Kaan. I cheated and did part of my agility with Hunter.
Herblore - Make the least expensive/most useful potions you can. Continually.
Thieving - Pyramid Plunder is very good. Also try and mix it up with Thieving challenges.
Crafting - I cut gems. Crafting dragonhide armor works well too.
Fletching - I cut magic longs from 85-99, but didn't string. Depends on how much APM you like. Cutting longs is slower, but less clicks. Stringing them is fast, but requires a lot more attention.
Slayer - Go hard and fast. Keep on it.
Hunter - I struggled with it till 80. I did a mix of Jadinkos, falconry and Salamanders. Red Chins were botted to hell when I did it, and I hate box trapping (Which is what Jadinkos are, but without competition). After 80, butterflies are quite good as you can also train agility with them.
Mining - Power mine in LRC. Save ore for some profit.
Smithing - Smelt gold, or make addy plates if you are rich.
Fishing - C2 fishing in Dungeoneering is very fast. Alternatively, power fish in Shilo. Monkfish are poor xp.
Cooking - Look for whatever has the best cooked to raw price ratio. If possible, try and profit from it.
Firemaking - Bonfires make the skill very easy. Just keep throwing logs on the pile.
Woodcutting - Power cut willow or cut ivy. Ivy did well for me.
Farming - Plant herbs, plant fruit trees, plant regular trees, plant calquats. Keep it going.
Summoning - collect charms by Slayer or targeted killing. After 55 Summoning, use a TokKul-Zo ring to teleport to a bank while using a Spirit Kyatt and running north to run charms. You can get approx 1800 charms done per Kyatt, which lasts under an hour.
Divination - ???
