Actually, to make a real vector you need the proper program (a vector-based program). Using the pen tool in photoshop (raster-based) will not create vectors, just imitations.
But yea, as Cold said, basically imitations of vectors can be done with pen tools in any program. For authentic vectors, you'll need a vector-based program like Illustrator or Freehand. 
And its because of this that you'll probably have trouble finding vector tutorials for programs like Photoshop.
Heres a great tutorial for vectors in Illustrator, probably one of the best on the net!
