I disagree with outlawing it completely but if you keep repeating an offer to borrow/lend then it would fall under the rules of spamming...

It should fall under spam if it is spam, but a single request or single offer to rent is not spam and perfectly legal.

Most RVers who have items worth lending out have there private set to friends.
As the mods say, it is a system for friends to help each other out. If you can't bum items off your friends, then make more friends :3

I don't think there is a need to create a rule exclusively for item lending, especially because it is a fair feature of runescape, and some people are able to discuss it without being complete noobs like user1. The same could be said about trading. It's ok to ask for trades in the RV Lounge, but constantly spamming and begging would fall under the spam rule. If a user is able to discuss or request item lending without causing problems, then it's fine. But if they spam and simply don't shut the hell up, then chances are they will be punished.
I just don't feel like it would be fair to completely ban item lending requests. Remember, item lending is still a new feature, so a lot of people are still foaming at the mouth to borrow valuable items. Give it a week or so and they'll relax.
