THE CONTRABAND GAME
There are two countries, North and South. 9 of you are members of the North Country, and 9 of you members of the South Country. Each member of the North Country has 300 million yen in a bank account in the South Country, and vice versa.
However, relations between the two countries have dramatically deteriorated, and war is imminent. Therefore, players must smuggle their money from the opposing country and into a neutral third country. Each player already has 100 million yen each in the third country.
The game consists of 50 rounds. A round consists of two smuggling attempts, one by each country. The Southern Country smuggles first, while the Northern Country inspects. After the Southern smuggling attempt, the roles will reverse.

The smuggling country chooses a smuggler.
The inspecting country chooses a inspector.
These are determined through discussion in the appropriate country’s Google Group within a mutual deadline (24 hours, though this subject can be and should be discussed at other times) If no-one is elected to go, the inspector/smuggler will be determined at random.

The smuggler leaves his country. The door to his country is locked behind him.
At this point these players Google Group privileges will be temporarily removed and contact with members of their country will be prohibited.

The smuggler decides an amount to smuggle if any, though they are not limited to this in their actions while. Smuggling is done by using a card (which all players have one with their name on it) to access the ATM by the opposing country and withdraw from the account matching the card. Bills are in bundles of 1 million yen and therefore are withdrawn in intervals of that amount. The case used by smugglers has a maximum capacity of 100 million yen.
The smuggler may PM actions to the host during this phase, acting as though there is a physical environment to move within. They will not proceed to the customs room until they PM an action to do so or their deadline (24 hours) runs out.

The smuggler and inspector may speak to each other during this time. Discussion must cease after the deadline (42 hours). Within 12 hours after the deadline or anytime before the deadline, the Inspector may say ‘Doubt x’, x being the amount of money he believes is in the smugglers case. Alternatively, he may call ‘Pass’ if he believes there is no money in the case. If the inspector does not make a decision by 12 hours after the discussion deadline, he will automatically pass.
The discussion between the smuggler and inspector will take place in a third Google Group with permissions set and revoked as needed.

In the event the inspector calls ‘Doubt’, there are three situations that could occur.
Case 1: The inspector calls Doubt but the case is empty.
An indemnity equal to half the Doubted amount is paid from the inspector’s account in the third country to the smuggler’s account in the third country.
Case 2: The inspector calls Doubt and the case contains an amount equal or lesser than the Doubted amount.
The contents of the case are added to the inspectors account in the third country.
Case 3: The inspector calls Doubt but the case contains more than he Doubted.
In this case, the contents of the case as well as an indemnity equal to half the Doubted amount from the inspector’s third country account will be added to the smuggler’s third country account.

The smuggler returns to his country after completing any actions sent in after the decision to head to the customs room.
At this point roles will reverse and the above steps will be taken again.

- The smuggler attempts to pass his money over the border. The inspector attempts to prevent this.
- The entire game is complete once 50 rounds have been played.
- Each smuggler has a bank account of 300 million yen in the opposing country and it is their goal to get it back.
- A smuggler is allowed to carry anywhere from 0 to 100 million yen in a turn.
- All of the money that is successfully smuggled will be transferred to the smuggler’s account in a third country.
- The inspector’s job is to examine the smuggler to determine if a smuggling is taking place, and if so, prevent it.
- If the inspector suspects smuggling is taking place, he should declare ‘doubt’ along with the estimated amount.
- An inspector cannot call doubt if he doesn’t have at least half of the doubted amount in his account in the third country.
- Players have a starting 100 million yen in their outside accounts to accommodate this.
- If the inspector suspects nothing is being carried he should call ‘pass’.
- Victory is determined by the sum of the entire team’s individual bank accounts in the third country at the end of the round. The team with the higher sum is the winner.
- Any leftover money that was not smuggled will go to the opposing team and divided equally amongst their members.
- After that, each player’s outside bank account will have their initial 400 million yen loaned to them deducted: the remaining money is their prize.
Some things to note:
- Under no circumstances may you ‘enter’ the opposing team’s country.
- Under no circumstances may you discuss the game with a member of the opposing team excepting in the Customs Google Group.
- Treat this as a ‘roleplay’. Any objects you have on hand with you should be considered literal objects that you can move around.
- There is a large glass window in each country through which you can see the opposing country. During the game, if you are in your country you can visibly perform actions in front of this window by posting in the main topic. Considering this game a ‘roleplay’ is important here.
